It was introduced on January 4, 2007 and referred to the House Ways and Means committee. The committee held public hearings on February 1, 2007 and February 7, 2007. The committee held work sessions on March 8, 2007 and March 16, 2007. The committee met in executive session on March 20, 2007 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on April 17, 2007, May 17, 2007 and November 7, 2007. The committee met in executive session on November 13, 2007 to vote on its recommendation. The committee voted 15–3 to recommend that the House pass it (amendment 2596h), and the report was placed on the regular calendar. The committee's amendment (2596h) was adopted on a voice vote on January 23, 2008, changing the text of the bill. On January 23, 2008 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 21, 2008 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 25, 2008. The committee recommended that the Senate pass it. On March 27, 2008 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Hassan. On March 27, 2008 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Hassan. On March 27, 2008 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 17, 2008 the Senate voted to pass it on a roll call 24–0 and ordered it to a third reading. The bill was enrolled on May 1, 2008 — the final check of the text before it goes to the governor. The governor signed it on May 21, 2008, making it Chapter 58 of the session laws.
