The committee held public hearings on February 19, 2008 and March 4, 2008. The committee held a work session on March 4, 2008. The committee met in executive session on March 13, 2008 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 1017h). On March 18, 2008 the House adopted “Special Ordered to Mar 19” on a voice vote. The committee's amendment (1017h) was adopted on a voice vote on March 19, 2008, changing the text of the bill. It crossed to the Senate on March 27, 2008 and was referred to the Senate Transportation and Interstate Cooperation committee. The committee held a public hearing on May 5, 2008. The committee recommended that the Senate pass it. A floor amendment (1932), offered by Sen. Larsen, was rejected on a roll call 12–12 on May 15, 2008. On May 15, 2008 the Senate adopted “Reconsideration On Floor Am{1932}(N T)”, on a motion by Sen. Cilley. A floor amendment (1932), offered by Sen. Letourneau Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on May 28, 2008 and May 30, 2008 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 20, 2008 — the final check of the text before it goes to the governor. The governor signed it on June 25, 2008, making it Chapter 252 of the session laws.
