The Story

It was introduced on February 6, 2008 and referred to the House Ways and Means committee. The committee held work sessions on February 19, 2008, March 4, 2008, March 6, 2008, March 7, 2008 and March 13, 2008. The committee met in executive session on March 13, 2008 to vote on its recommendation. The majority recommended that the House pass it (amendment 1018h), and the minority recommended that the House kill it, by a vote of 16–2. On March 18, 2008 the House adopted “Special Ordered to Mar 19” on a voice vote. The committee's amendment (1018h) was adopted on a voice vote on March 19, 2008, changing the text of the bill. On March 19, 2008 the House voted to pass it with changes on a roll call 236–73. It crossed to the Senate on March 27, 2008 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 29, 2008. The committee recommended that the Senate pass it. On May 8, 2008 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 15, 2008 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 21, 2008 — the final check of the text before it goes to the governor. The governor signed it on June 9, 2008, making it Chapter 172 of the session laws.
