The Story

It was introduced on January 2, 2008 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on February 5, 2008. The committee met in executive session on February 12, 2008 and February 19, 2008. The majority recommended that the House pass it (amendment 0682h), and the minority recommended that the House kill it, by a vote of 8–6. The committee's amendment (0682h) was adopted on a voice vote on March 18, 2008, changing the text of the bill. On March 18, 2008 the House rejected a motion to lay it on the table on a roll call 128–184. On March 18, 2008 the House voted to pass it with changes on a roll call 180–126. It crossed to the Senate on March 27, 2008 and was referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on April 22, 2008. The committee recommended that the Senate kill it. On May 8, 2008 the Senate rejected a motion to kill it on a roll call 10–14. A floor amendment (1780), offered by Sen. Hassan, was adopted on a roll call 24–0 on May 8, 2008, changing the text of the bill. On May 8, 2008 the Senate voted to pass it with changes on a roll call 13–11 and ordered it to a third reading. The bill was enrolled on June 4, 2008 — the final check of the text before it goes to the governor. The governor signed it on July 15, 2008, making it Chapter 388 of the session laws.
