The committee held work sessions on January 31, 2008, February 7, 2008, February 12, 2008, February 14, 2008, February 19, 2008 and February 20, 2008. The committee met in executive session on February 21, 2008 to vote on its recommendation. The minority of the committee recommended that the House kill it. On March 18, 2008 the House adopted “Special Ordered to Mar 19” on a voice vote. A floor amendment (0770h) was adopted on a voice vote on March 19, 2008, changing the text of the bill. On March 19, 2008 the House voted to pass it with changes on a roll call 214–107. It crossed to the Senate on March 27, 2008 and was referred to the Senate Energy, Environment and Economic Development committee. The committee's amendment (1629) was adopted on a voice vote on May 8, 2008, changing the text of the bill. On May 8, 2008 the Senate voted to pass it with changes on a roll call 16–8, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes. The committee's amendment (1839) was adopted on a roll call 15–9 on May 15, 2008, changing the text of the bill. A floor amendment (1902), offered by Sen. Downing, was rejected on a roll call 7–17 on May 15, 2008. A floor amendment (1887), offered by Sen. D'Allesandro, was rejected on a roll call 3–21 on May 15, 2008. A floor amendment (1914), offered by Sen. Gallus, was rejected on a roll call 4–20 on May 15, 2008. On May 15, 2008 the Senate voted to pass it with changes on a roll call 16–8 and ordered it to a third reading. On May 21, 2008 the House adopted “House Concurs with Senate Amendments #1629 and #1839 (Rep Kaen)” on a voice vote. An enrolled bill amendment (2138) was adopted on June 4, 2008. These correct technical errors found after passage.
