The committee held a work session on February 12, 2008. The committee met in executive session on February 19, 2008 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–6. On March 18, 2008 the House adopted “Special Ordered to Mar 19” on a voice vote. On March 19, 2008 the House voted to pass it on a roll call 169–152. It crossed to the Senate on March 27, 2008 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 8, 2008. The committee recommended that the Senate pass it with changes. The committee's amendment (1557) was adopted on a voice vote on May 8, 2008, changing the text of the bill. On May 8, 2008 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 15, 2008 the Senate voted to pass it on a voice vote and ordered it to a third reading.
