The Story
It was introduced on January 2, 2008 and referred to the House Ways and Means committee. The committee held a public hearing on January 10, 2008. The committee met in executive session on January 29, 2008 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it. On February 6, 2008 the House adopted “Special Ordered to Regular Place on Regular Calendar on 2/13” on a voice vote. On February 13, 2008 the House voted to pass it on a roll call 199–122. It crossed to the Senate on March 13, 2008 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 8, 2008. The committee recommended that the Senate pass it with changes. The committee's amendment (1516) was adopted on a voice vote on May 1, 2008, changing the text of the bill. A floor amendment (1653), offered by Sen. Barnes, was adopted on a voice vote on May 1, 2008, changing the text of the bill. On May 1, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 7, 2008 the House adopted “House Concurs with Senate Amendments #1653 and #1516 (Rep Almy)” on a voice vote. The bill was enrolled on May 15, 2008 — the final check of the text before it goes to the governor. The governor signed it on June 3, 2008, making it Chapter 117 of the session laws.
