The committee held work sessions on February 7, 2008 and February 14, 2008. The committee met in executive session on February 19, 2008 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0565h). The committee's amendment (0565h) was adopted on a voice vote on March 5, 2008, changing the text of the bill. On March 5, 2008 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 13, 2008 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 26, 2008. The committee recommended that the Senate pass it. On April 10, 2008 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Sgambati. On April 24, 2008 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Sgambati. A floor amendment (1489), offered by Sen. Sgambati, was adopted on a voice vote on April 24, 2008, changing the text of the bill. On April 24, 2008 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 7, 2008 the House adopted “House Concurs with Senate Amendment #1489 (Rep Irwin)” on a voice vote. An enrolled bill amendment (1816) was adopted on May 15, 2008. These correct technical errors found after passage. The bill was enrolled on May 21, 2008 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1816) was adopted to correct technical errors found after passage. The governor signed it on June 11, 2008, making it Chapter 179 of the session laws.
