The Story

It was introduced on January 2, 2008 and referred to the House Ways and Means committee. The committee held a public hearing on January 10, 2008. The committee met in executive session on January 29, 2008 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it. On February 6, 2008 the House adopted “Special Ordered to Regular Place on Regular Calendar on 2/13” on a voice vote. On February 13, 2008 the House voted to pass it on a roll call 187–136. It crossed to the Senate on March 13, 2008 and was referred to the Senate Ways and Means committee. The committee held public hearings on March 25, 2008 and April 8, 2008. The committee recommended that the Senate pass it. A floor amendment (1659), offered by Sen. Odell, was adopted on a voice vote on May 1, 2008, changing the text of the bill. On May 1, 2008 the Senate voted to pass it with changes on a roll call 13–11, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 15, 2008 the Senate voted to pass it on a roll call 13–11 and ordered it to a third reading. The bill was enrolled on June 4, 2008 — the final check of the text before it goes to the governor. The governor signed it on June 23, 2008, making it Chapter 236 of the session laws.
