The Story
It was introduced on February 8, 2007 and referred to the Senate Transportation and Interstate Cooperation committee. The committee held a public hearing on March 14, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (0681) was adopted on a voice vote on March 22, 2007, changing the text of the bill. On March 22, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 28, 2007 and was referred to the House Transportation committee. The committee held a public hearing on April 24, 2007. The committee met in executive session on May 8, 2007 to vote on its recommendation. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–4. The report was placed on the regular calendar. On May 31, 2007 the House adopted “Special Order to Regular Place in Next Week's Calendar (Rep Ryan)” on a voice vote. On June 7, 2007 the House rejected a motion to lay it on the table on a roll call 128–181. The committee's amendment (1496h) was adopted on a roll call 193–117 on June 7, 2007, changing the text of the bill. A floor amendment (2110h) was adopted on a voice vote on June 7, 2007, changing the text of the bill. On June 7, 2007 the House voted to pass it with changes on a roll call 189–120. On June 13, 2007 the Senate adopted “Sen. Letourneau Concurs with House Amendments{2110}{1496}(New Title)” on a voice vote. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2356) was adopted to correct technical errors found after passage. The governor signed it on July 23, 2007, making it Chapter 360 of the session laws.
