It was introduced on January 4, 2007 and referred to the Senate Commerce, Labor and Consumer Protection committee. The committee held a public hearing on January 30, 2007. It crossed to the House on March 28, 2007 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 17, 2007. The committee met in executive session on May 8, 2007 to vote on its recommendation. The committee voted 16–1 to recommend that the House pass it with changes, and the report was placed on the consent calendar. The committee's amendment (1283h) was adopted on a voice vote on May 16, 2007, changing the text of the bill. On May 16, 2007 the House voted to pass it with changes on a voice vote. On June 13, 2007 the Senate adopted “Sen. Gottesman Concurs with House Amendment{1283}” on a voice vote. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor. The governor signed it on July 20, 2007, making it Chapter 307 of the session laws.
