On March 22, 2007 the Senate voted to pass it with changes on a roll call 23–0 and ordered it to a third reading. It crossed to the House on March 28, 2007 and was referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on April 18, 2007. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 13–2. The report was placed on the regular calendar. On June 7, 2007 the House failed “Divide Question, Sections 1 & 2 of Majority AM#1837h NT (Rep Kjellman)” on a division vote 115–207. On June 7, 2007 the House voted to pass it with changes on a roll call 299–22. On June 13, 2007 the Senate adopted “Sen. Burling Concur with House Amendment{1837}” on a voice vote. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2359) was adopted to correct technical errors found after passage. The governor signed it on July 23, 2007, making it Chapter 370 of the session laws.
