The committee recommended that the Senate send it back to committee. On March 29, 2007 the Senate rejected a motion to send it back to committee on a voice vote. On March 29, 2007 the Senate voted to pass it on a roll call 21–3 and ordered it to a third reading, on a motion by Sen. Fuller Clark. It crossed to the House on April 5, 2007 and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on May 1, 2007. On June 13, 2007 the Senate adopted “Requests Committee of Conference” on a voice vote. A committee of conference met on June 19, 2007 and June 20, 2007 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor. The governor signed it on July 23, 2007, making it Chapter 367 of the session laws.
