The Story

It was introduced on February 22, 2007 and referred to the Senate Health and Human Services committee. The committee held a public hearing on March 12, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (0603) was adopted on a voice vote on March 22, 2007, changing the text of the bill. On March 22, 2007 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes. The committee's amendment (1172) was adopted on a voice vote on April 12, 2007, changing the text of the bill. On April 12, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 25, 2007. The committee met in executive session on May 9, 2007 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the regular calendar. On May 16, 2007 the House voted to pass it on a voice vote. On May 16, 2007 the bill was referred to the Finance committee. The committee held work sessions on May 22, 2007, May 23, 2007 and May 29, 2007. The committee met in executive session on May 29, 2007 to vote on its recommendation. The committee voted 17–8 to recommend that the House pass it with changes, and the report was placed on the regular calendar. The committee's amendment (1962h) was adopted on a division vote 267–77 on June 6, 2007, changing the text of the bill. On June 6, 2007 the House voted to pass it with changes on a voice vote. On June 13, 2007 the Senate adopted “Sen. Estabrook Concurs with House Amendment{1962}” on a voice vote. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2221) was adopted to correct technical errors found after passage. The governor vetoed it on July 19, 2007. The legislature can override a veto with a two-thirds vote in both chambers. On September 5, 2007 the Senate voted on overriding the governor's veto, and the veto was sustained, failing to meet the two thirds threshold.
