The Story
It was introduced on January 4, 2007 and referred to the Senate Health and Human Services committee. The committee held a public hearing on February 20, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (0643) was adopted on a voice vote on March 22, 2007, changing the text of the bill. On March 22, 2007 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. A floor amendment (1250), offered by Sen. Barnes, was rejected on a roll call 11–13 on April 12, 2007. On April 12, 2007 the Senate voted to pass it on a roll call 16–8 and ordered it to a third reading. It crossed to the House and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on May 1, 2007. The committee held work sessions on May 3, 2007 and May 8, 2007. The committee met in executive session on May 9, 2007 to vote on its recommendation. The committee voted 19–1 to recommend that the House pass it with changes, and the report was placed on the regular calendar. The committee's amendment (1534h) was adopted on a voice vote on May 16, 2007, changing the text of the bill. On May 16, 2007 the House voted to pass it with changes on a roll call 227–75. On May 16, 2007 the bill was referred to the Finance committee. The committee held work sessions on May 22, 2007, May 23, 2007 and May 24, 2007. The committee met in executive session on May 29, 2007 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 16–8. The report was placed on the regular calendar. On June 6, 2007 the House voted to pass it on a voice vote. On June 13, 2007 the Senate adopted “Requests Committee of Conference” on a voice vote. A committee of conference met on June 19, 2007 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2386) was adopted to correct technical errors found after passage. The governor signed it on July 13, 2007.
