The Story

It was introduced on February 21, 2007 and referred to the House Education committee. The committee held a public hearing on March 8, 2007. The committee met in executive session on March 22, 2007 to vote on its recommendation. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it with changes, by a vote of 11–6. The report was placed on the regular calendar. The committee's amendment (0900h) was adopted on a roll call 223–134 on March 27, 2007, changing the text of the bill. On March 27, 2007 the House voted to pass it with changes on a roll call 226–132. On March 27, 2007 the House adopted “Print Debate in Permanent Journal (Rep D. Eaton)” on a division vote 332–26. On March 27, 2007 the House failed “Reconsideration (Rep D. Eaton)” on a division vote 107–220. It crossed to the Senate on April 12, 2007 and was referred to the Senate Education committee. The committee held a public hearing on May 14, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (2064) was adopted on a roll call 14–10 on June 6, 2007, changing the text of the bill. On June 6, 2007 the Senate voted to pass it with changes on a roll call 14–10 and ordered it to a third reading. On June 13, 2007 the House adopted “House NonConcurs with Senate AM #2064NT, Req Comm of Conf, Rep Rous” on a roll call 223–104. On June 14, 2007 the Senate adopted “Sen. Estabrook Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 19, 2007, June 20, 2007 and June 21, 2007 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2374) was adopted to correct technical errors found after passage. The governor signed it on July 5, 2007, making it Chapter 270 of the session laws.
