It was introduced on February 21, 2007 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on March 14, 2007. The committee met in executive session on March 20, 2007 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 27, 2007 the House voted to pass it on a voice vote. It crossed to the Senate on April 5, 2007 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 24, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (1433) was adopted on a voice vote on May 17, 2007, changing the text of the bill. On May 17, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 31, 2007 the House adopted “House Concurred with Senate AM #1433s, Rep Rosenwald” on a voice vote. The bill was enrolled on June 7, 2007 — the final check of the text before it goes to the governor. The governor signed it on June 20, 2007, making it Chapter 202 of the session laws.
