It was introduced on January 31, 2007 and referred to the House Judiciary committee. The committee held a public hearing on March 8, 2007. The committee met in executive session on March 22, 2007 to vote on its recommendation. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–7. The report was placed on the regular calendar. The committee's amendment (0921h) was rejected on a voice vote on April 4, 2007. On April 4, 2007 the House voted to pass it with changes on a division vote 220–118. It crossed to the Senate on April 12, 2007 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 1, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (1607) was adopted on a voice vote on May 24, 2007, changing the text of the bill. On May 24, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 7, 2007 the House adopted “House Non-Concurs with Senate AM #1607s, Request Comm of Conf, Rep D. Cote” on a voice vote. On June 14, 2007 the Senate adopted “Sen. Foster Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 19, 2007 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor. The governor signed it on July 23, 2007, making it Chapter 356 of the session laws.
