The Story
It was introduced on January 4, 2007 and referred to the House Education committee. The committee held a public hearing on January 16, 2007. The committee met in executive session on January 23, 2007 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it, and the report was placed on the consent calendar. On January 31, 2007 the House voted to pass it on a voice vote. It crossed to the Senate on February 22, 2007 and was referred to the Senate Education committee. The committee held a public hearing on March 27, 2007. The committee recommended that the Senate pass it. On April 5, 2007 the Senate voted to pass it on a roll call 24–0 and ordered it to a third reading. On April 5, 2007 the Senate adopted “Reconsideration” on a voice vote, on a motion by Sen. Foster. On April 5, 2007 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Estabrook. On June 7, 2007 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Estabrook. A floor amendment (1690), offered by Sen. Estabrook, was adopted on a voice vote on June 7, 2007, changing the text of the bill. On June 7, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 13, 2007 the House adopted “House Concurs with Senate AM #1690s, Rep Rous” on a voice vote. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2364) was adopted to correct technical errors found after passage. The governor signed it on July 23, 2007, making it Chapter 350 of the session laws.
