It was introduced on January 4, 2007 and referred to the House Children and Family Law committee. The committee held a public hearing on January 24, 2007. The committee met in executive session on February 7, 2007 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 15, 2007 the House voted to pass it on a voice vote. It crossed to the Senate on February 22, 2007 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 10, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (1416) was adopted on a voice vote on May 10, 2007, changing the text of the bill. On May 10, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 31, 2007 the House adopted “House Concurred with Senate AM #1416s, Rep Gile” on a voice vote. The bill was enrolled on June 7, 2007 — the final check of the text before it goes to the governor. The governor signed it on June 20, 2007, making it Chapter 158 of the session laws.
