The Story
It was introduced on January 31, 2007 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 9, 2007. The committee met in executive session on March 20, 2007 to vote on its recommendation. The committee voted 12–3 to recommend that the House pass it with changes, and the report was placed on the regular calendar. The committee's amendment (0822h) was adopted on a division vote 220–116 on March 27, 2007, changing the text of the bill. On March 27, 2007 the House voted to pass it with changes on a division vote 217–120. It crossed to the Senate on April 12, 2007 and was referred to the Senate Election Law and Internal Affairs committee. The committee held a public hearing on April 25, 2007. The committee recommended that the Senate pass it with changes. On May 24, 2007 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Foster. On June 6, 2007 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Burling. The committee's amendment (1693) was adopted on a voice vote on June 6, 2007, changing the text of the bill. A floor amendment (2065), offered by Sen. Burling, was adopted on a voice vote on June 6, 2007, changing the text of the bill. On June 6, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 13, 2007 the House adopted “House NonConcurs with Senate AM 1693NT & 2065 2ndNT, Req Comm of Conf, Rep Irwin” on a voice vote. On June 14, 2007 the Senate adopted “Sen. Burling Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 19, 2007 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2388) was adopted to correct technical errors found after passage. The governor signed it on July 23, 2007, making it Chapter 354 of the session laws.
