On May 24, 2007 the Senate voted to lay it on the table on a roll call 14–10, on a motion by Sen. Foster. On May 31, 2007 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Reynolds. The committee's amendment (1674) was adopted on a voice vote on May 31, 2007, changing the text of the bill. On May 31, 2007 the Senate voted to pass it with changes on a roll call 18–6 and ordered it to a third reading. On June 13, 2007 the House adopted “House Concurs with Senate AM #1445s & #1674s, Reps Phinizy & M. Smith” on a voice vote. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2358) was adopted to correct technical errors found after passage. The governor signed it on July 23, 2007, making it Chapter 374 of the session laws.
