The committee held a work session on February 13, 2007. The committee met in executive session on March 6, 2007 to vote on its recommendation. The committee voted 18–1 to recommend that the House pass it, and the report was placed on the consent calendar. On March 21, 2007 the House voted to pass it on a voice vote. It crossed to the Senate on March 22, 2007 and was referred to the Senate Energy, Environment and Economic Development committee. The committee held a public hearing on April 10, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (1424) was adopted on a voice vote on May 10, 2007, changing the text of the bill. On May 10, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. The bill was enrolled on June 7, 2007 — the final check of the text before it goes to the governor. The governor signed it on June 20, 2007, making it Chapter 162 of the session laws.
