The Story

The committee held work sessions on March 16, 2007, March 19, 2007, March 20, 2007, March 21, 2007, March 23, 2007, March 26, 2007, March 27, 2007, March 28, 2007, March 29, 2007 and March 30, 2007. The committee met in executive session on April 2, 2007 to vote on its recommendation. The committee held a work session on April 2, 2007. The committee met in executive session on April 3, 2007 and April 5, 2007. The majority recommended that the House pass it with changes (amendment 1194h), and the minority recommended that the House kill it, by a vote of 15–10. The report was placed on the regular calendar. The committee's amendment (1194h) was adopted on a voice vote on April 11, 2007, changing the text of the bill. On April 11, 2007 the House voted to pass it with changes on a roll call 202–151. It crossed to the Senate on April 12, 2007 and was referred to the Senate Finance committee. The committee held a public hearing on April 17, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (2050) was adopted on a voice vote on June 7, 2007, changing the text of the bill. On June 7, 2007 the Senate took up 8 floor amendments. It adopted 2088 (Sen. Foster), 2089 (Sen. Foster), 2099 (Sen. Estabrook) and 2106 (Sen. Gallus), and rejected 2105 (Sen. Barnes, 9–15), 2109 (Sen. Gatsas, 10–14), 2116 (Sen. Downing, 9–15) and 2117 (Sen. Letourneau, 8–16). On June 7, 2007 the Senate voted to pass it on a roll call 16–8 and ordered it to a third reading. On June 7, 2007 the Senate adopted “Reconsideration” on a voice vote, on a motion by Sen. Foster. A floor amendment (2122), offered by Sen. Foster, was adopted on a voice vote on June 7, 2007, changing the text of the bill. On June 7, 2007 the Senate voted to pass it with changes on a roll call 16–8 and ordered it to a third reading. On June 13, 2007 the House adopted “House Non Concurs with Senate AM #2122s, Request Comm of Conf, Rep M. Smith” on a voice vote. On June 14, 2007 the Senate adopted “Sen. D’Allesandro Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 18, 2007, June 19, 2007, June 20, 2007 and June 21, 2007 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2372) was adopted to correct technical errors found after passage. The governor signed it on July 5, 2007, making it Chapter 263 of the session laws.
