The Story
It was introduced on January 4, 2007 and referred to the House Judiciary committee. The committee held a public hearing on February 8, 2007. The committee met in executive session on February 15, 2007 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House pass it with changes, by a vote of 12–5. The report was placed on the regular calendar. On March 7, 2007 the House failed “(Rep. Tahir) Lay on Table” on a roll call 117–240. On March 7, 2007 the House voted to pass it on a roll call 226–130. On March 7, 2007 the House failed “Print Debate (Rep Rowe)” on a roll call 123–222. On March 21, 2007 the House adopted “(Rep McKinney) Limit Debate on Reconsideration” on a roll call 245–106. On March 21, 2007 the House failed “(Rep Gionet) Motion to Reconsider” on a roll call 141–217. It crossed to the Senate on April 18, 2007 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 29, 2007. The committee recommended that the Senate pass it. A floor amendment (2076), offered by Sen. Roberge, was rejected on a roll call 9–15 on June 7, 2007. On June 7, 2007 the Senate voted to pass it on a roll call 15–9 and ordered it to a third reading. The bill was enrolled on June 14, 2007 — the final check of the text before it goes to the governor. The governor signed it on July 5, 2007, making it Chapter 265 of the session laws.
