It was introduced on January 4, 2007 and referred to the House Judiciary committee. The committee held a public hearing on January 30, 2007. The committee held a work session on February 13, 2007. The committee met in executive session on March 12, 2007 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. The committee's amendment (0214h) was adopted on a voice vote on March 21, 2007, changing the text of the bill. On March 21, 2007 the House voted to pass it on a voice vote. It crossed to the Senate on March 29, 2007 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 24, 2007. The committee recommended that the Senate pass it. On May 3, 2007 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 18, 2007 — the final check of the text before it goes to the governor. The governor signed it on June 4, 2007, making it Chapter 59 of the session laws.
