The Story
It was introduced on January 4, 2007 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 1, 2007. The committee held work sessions on February 22, 2007, March 15, 2007 and March 19, 2007. The committee met in executive session on March 20, 2007 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. The committee's amendment (0823h) was adopted on a voice vote on March 27, 2007, changing the text of the bill. On March 27, 2007 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 18, 2007 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on May 29, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (1980) was adopted on a voice vote on June 7, 2007, changing the text of the bill. On June 7, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 13, 2007 the House adopted “House Non Concurs with Senate AM, Request Comm of Conf, Rep Rosenwald” on a voice vote. On June 14, 2007 the Senate adopted “Sen. Estabrook Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 19, 2007 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 27, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2379) was adopted to correct technical errors found after passage. The governor signed it on July 20, 2007, making it Chapter 320 of the session laws.
