The committee met in executive session on January 30, 2007 to vote on its recommendation. The committee voted 15–2 to recommend that the House pass it, and the report was placed on the regular calendar. On February 15, 2007 the House voted to pass it on a voice vote. It crossed to the Senate on February 22, 2007 and was referred to the Senate Transportation and Interstate Cooperation committee. The committee held a public hearing on March 21, 2007. The committee recommended that the Senate pass it with changes. The committee's amendment (0973) was adopted on a voice vote on March 29, 2007, changing the text of the bill. On March 29, 2007 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 16, 2007 the House adopted “House Concurs with Senate AM #0973 (New Title), Rep. Campbell” on a voice vote. An enrolled bill amendment (1755) was adopted on June 6, 2007. These correct technical errors found after passage. The bill was enrolled on June 13, 2007 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1755) was adopted to correct technical errors found after passage. The bill was enrolled on June 14, 2007 — the final check of the text before it goes to the governor. The governor signed it on June 26, 2007, making it Chapter 207 of the session laws.
