The Story

It was introduced on January 6, 2005 and referred to the Senate Banks and Insurance committee. The committee held a public hearing on January 25, 2005. The committee recommended that the Senate pass it. On March 10, 2005 the Senate voted to pass it on a voice vote and ordered it to a third reading. On March 10, 2005 the Senate voted to pass it. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 21, 2005. The committee held work sessions on May 4, 2005 and May 19, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 22, 2005 and October 26, 2005. The committee voted unanimously, 20–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On January 4, 2006 the House voted to pass it with changes. On January 18, 2006 the Senate adopted “Sen. Flanders Concur with House Amendment” on a voice vote. On February 2, 2006 the House voted to pass it. On February 9, 2006 the Senate adopted “Enrolled Bill Amendment” on a voice vote. The bill was enrolled on February 22, 2006 — the final check of the text before it goes to the governor. The governor signed it on March 3, 2006, making it Chapter 9 of the session laws. It took effect on May 2, 2006.
