The Story
It was introduced on January 4, 2006 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 22, 2006. The committee recommended that the Senate kill it. On March 9, 2006 the Senate rejected a motion to kill it on a voice vote. A floor amendment (1309), offered by Sen. Kenney, was adopted on a voice vote on March 9, 2006, changing the text of the bill. On March 9, 2006 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 22, 2006 the Senate voted to pass it on a voice vote and ordered it to a third reading. On March 22, 2006 the Senate voted to pass it. It crossed to the House on March 28, 2006 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 4, 2006. The committee voted unanimously, 16–0, to recommend that the House pass it with changes (amendment 1879h), and the report was placed on the consent calendar. On April 26, 2006 the House voted to pass it with changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Kenney Non Concur with House Amendment Request Committee of Conference” on a voice vote. On May 11, 2006 the House adopted “House Accedes to Senate Request for Conf Comm” on a voice vote. A committee of conference met on May 16, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the House adopted “Conf Comm Report” on a voice vote. On May 24, 2006 the Senate voted to pass it on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2382) was adopted to correct technical errors found after passage. The governor signed it on June 19, 2006, making it Chapter 318 of the session laws. It took effect on August 18, 2006.
