The Story

It was introduced on January 4, 2006 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on January 11, 2006. The committee recommended that the Senate pass it with changes (amendment 0385). The committee's amendment (0385) was adopted on a voice vote on February 2, 2006, changing the text of the bill. On February 2, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On February 10, 2006 the Senate voted to pass it. It crossed to the House on February 22, 2006 and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 23, 2006. The committee held work sessions on March 28, 2006 and March 29, 2006. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 14–5. On April 26, 2006 the House rejected a motion to kill it on a roll call 107–219. On April 26, 2006 the House voted to pass it on a roll call 235–91. The bill was enrolled on May 10, 2006 — the final check of the text before it goes to the governor. The governor signed it on May 15, 2006, making it Chapter 124 of the session laws.
