It was introduced on January 4, 2006 and referred to the Senate Environment and Wildlife committee. The committee held a public hearing on January 31, 2006. It crossed to the House on March 22, 2006 and was referred to the House Environment and Agriculture committee. The committee held a public hearing on April 13, 2006. The committee voted unanimously, 15–0, to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on April 26, 2006. On May 24, 2006 the Senate voted to pass it on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2384) was adopted to correct technical errors found after passage. The governor signed it on June 19, 2006, making it Chapter 314 of the session laws. It took effect on January 1, 2007.
