The Story
It was introduced on January 6, 2005 and referred to the Senate Environment and Wildlife committee. The committee held a public hearing on February 22, 2005. The committee recommended that the Senate pass it with changes (amendment 0448). The committee's amendment (0448) was adopted on a voice vote on March 10, 2005, changing the text of the bill. On March 10, 2005 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 10, 2005 the Senate voted to pass it. It crossed to the House and was referred to the House Environment and Agriculture committee. The House withdrew that referral and sent the bill to the Resources, Recreation and Development committee instead. The committee held a public hearing on April 12, 2005. The committee held work sessions on April 19, 2005 and May 3, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 27, 2005, October 11, 2005 and October 18, 2005. The committee voted unanimously, 21–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 4, 2006. On January 4, 2006 the House adopted “Special Order to regular place on Reg Cal for Jan 18 Without Objection”. On January 18, 2006 the House adopted “Special Order to beginning of Reg Cal of Feb 1, Without Objection”. On February 1, 2006 the House adopted “Special Order to beginning of Reg Cal of Feb 2, Without Objection”. The committee's amendment (0075h) was adopted on a voice vote on February 2, 2006, changing the text of the bill. On February 2, 2006 the House adopted “Flr AM” on a voice vote. On February 2, 2006 the House voted to pass it with changes. On May 11, 2006 the Senate adopted “Sen. Eaton Non Concur with House Amendment Request Committee of Conference” on a voice vote. On May 11, 2006 the House adopted “House Accedes to Senate Request for Conf Comm” on a voice vote. A committee of conference met on May 15, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the House adopted “Conf Comm Report” on a voice vote. On May 24, 2006 the Senate voted to pass it on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2385) was adopted to correct technical errors found after passage. The governor signed it on June 19, 2006, making it Chapter 313 of the session laws. It took effect on August 18, 2006.
