The committee held work sessions on September 7, 2005, September 21, 2005, October 5, 2005 and November 2, 2005. The committee voted unanimously, 20–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On January 4, 2006 the House voted to pass it with changes. It crossed to the Senate on January 4, 2006 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on February 15, 2006. The committee recommended that the Senate study it after the session ends. On March 22, 2006 the Senate adopted “Special Order to April 6, 2006” on a voice vote. On April 6, 2006 the Senate voted to study it after the session ends on a voice vote.
