The Story

It was introduced on January 26, 2005 and referred to the House Commerce committee. The committee held a public hearing on February 15, 2005. The committee held a work session on February 18, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 28, 2005, October 11, 2005, October 25, 2005, November 3, 2005 and November 8, 2005. The committee voted unanimously, 19–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On January 4, 2006 the House voted to pass it with changes, then referred it on to the House Ways and Means committee. The committee held a public hearing on January 24, 2006. The committee held work sessions on February 7, 2006, February 16, 2006, March 7, 2006 and March 15, 2006. The majority recommended that the House pass it with changes (amendment 1263h), and the minority recommended that the House kill it, by a vote of 15–2. The report was placed on the regular calendar. On March 22, 2006 the House rejected a motion to lay it on the table on a voice vote. The committee's amendment (1263h) was adopted on a voice vote on March 22, 2006, changing the text of the bill. On March 22, 2006 the House voted to pass it with changes. It crossed to the Senate on March 22, 2006 and was referred to the Senate Banks and Insurance committee. The committee held a public hearing on April 4, 2006. The committee recommended that the Senate pass it. On April 20, 2006 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2116). The committee's amendment (2116) was adopted on a roll call 23–0 on May 4, 2006, changing the text of the bill. On May 4, 2006 the Senate voted to pass it with changes on a roll call 23–0 and ordered it to a third reading. On May 4, 2006 the Senate voted to pass it. On May 11, 2006 the Senate adopted “Sen. Morse Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 17, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Rprt” on a roll call 204–109. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor. The governor signed it on June 15, 2006, making it Chapter 277 of the session laws. It took effect on August 14, 2006.
