It was introduced on January 26, 2005 and referred to the House Judiciary committee. The committee held a public hearing on March 14, 2005. The committee held a work session on March 21, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 28, 2005, September 28, 2005, October 4, 2005 and October 19, 2005. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 15–5. The report was placed on the regular calendar. On January 4, 2006 the House adopted “Special Order to beginning of Reg Cal for Jan 18 Without Objection”. On January 18, 2006 the House adopted “Special Order to beginning of Reg Cal for Feb 15, Without Objection”. The committee's amendment (0124h) was rejected on a roll call 4–327 on February 15, 2006. On February 15, 2006 the House adopted “et al)”. On February 15, 2006 the House voted to pass it with changes. It crossed to the Senate on February 16, 2006 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 28, 2006. The committee recommended that the Senate pass it with changes (amendment 1760). The committee's amendment (1760) was adopted on a voice vote on April 20, 2006, changing the text of the bill. On April 20, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 20, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Foster Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006, May 18, 2006 and May 19, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House rejected a motion to lay it on the table on a roll call 157–175. On May 24, 2006 the House adopted “Conf Comm Rprt” on a roll call 168–165. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2403) was adopted to correct technical errors found after passage. The governor signed it on June 19, 2006, making it Chapter 302 of the session laws. It took effect on January 1, 2007.
