HB 653-FN-LOCAL (2006)

relative to bonds for construction, development, improvement, and acquisition of broadband facilities.

  • Status: Signed into law
  • Term: 2005-2006
  • House committee: Municipal and County Government
  • Senate committee: Energy and Economic Development
  • Subject: Municipalities
  • Chapter law: 225

The Story

It was introduced on January 26, 2005 and referred to the House Municipal and County Government committee. The committee held a public hearing on March 16, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 22, 2005, September 20, 2005, October 25, 2005 and November 9, 2005. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–3. The report was placed on the regular calendar. On January 4, 2006 the House adopted “Special Order to beginning of Reg Cal for Jan 18 Without Objection”. On January 18, 2006 the House voted to pass it with changes on a roll call 221–118. It crossed to the Senate on January 18, 2006 and was referred to the Senate Energy and Economic Development committee. The committee held a public hearing on February 21, 2006. The committee recommended that the Senate pass it. A floor amendment (1288), offered by Sen. Bragdon, was rejected on a voice vote on March 9, 2006. On March 9, 2006 the Senate voted to pass it on a roll call 22–1 and ordered it to a third reading. On March 9, 2006 the Senate voted to pass it. An enrolled bill amendment (1421) was adopted on May 11, 2006. These correct technical errors found after passage. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1421) was adopted to correct technical errors found after passage. The governor signed it on June 1, 2006, making it Chapter 225 of the session laws. It took effect on July 31, 2006.
