On March 9, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 9, 2006 the Senate voted to pass it. The governor signed it on April 18, 2006, making it Chapter 40 of the session laws. It took effect on April 18, 2006.
