On March 9, 2005 the House voted to pass it on a roll call 199–134, then referred it on to the House Ways and Means committee. The committee held a public hearing on March 22, 2005. The committee held work sessions on September 29, 2005, October 13, 2005, October 25, 2005 and November 10, 2005. The committee voted 17–2 to recommend that the House pass it with changes, and the report was placed on the regular calendar. On January 4, 2006 the House adopted “Special Order to beginning of Reg Cal for Jan 18 Without Objection”. On January 18, 2006 the House voted to pass it with changes on a roll call 259–73. It crossed to the Senate on January 18, 2006 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 8, 2006. The committee recommended that the Senate pass it. On March 16, 2006 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1979). The committee's amendment (1979) was adopted on a voice vote on May 3, 2006, changing the text of the bill. A floor amendment (2158), offered by Sen. Morse, was adopted on a voice vote on May 3, 2006, changing the text of the bill. On May 3, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 3, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor. The governor signed it on May 31, 2006, making it Chapter 195 of the session laws. It took effect on October 1, 2007.
