The committee held work sessions on September 15, 2005, October 4, 2005, October 24, 2005 and November 9, 2005. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 10–5. The report was placed on the regular calendar. On January 4, 2006 the House voted to pass it with changes on a roll call 258–107. On January 4, 2006 the bill was referred to the Finance committee. On March 21, 2006 the House adopted “March 22” on a voice vote. The committee's amendment (1039h) was adopted on a voice vote on March 22, 2006, changing the text of the bill. The committee held a public hearing on April 4, 2006. The committee recommended that the Senate pass it with changes (amendment 1757). The committee's amendment (1757) was adopted on a voice vote on April 20, 2006, changing the text of the bill. The Senate referred the bill to the Finance committee. The committee recommended that the Senate pass it. On May 3, 2006 the Senate voted to pass it on a voice vote and ordered it to a third reading. On May 3, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor. The governor signed it on May 30, 2006, making it Chapter 190 of the session laws. It took effect on July 1, 2007.
