- Term: 2005-2006
- House committee: Judiciary
- Senate committee: Public and Municipal Affairs

The Story
It was introduced on January 26, 2005 and referred to the House Judiciary committee. The committee held public hearings on February 17, 2005 and March 24, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 28, 2005, September 7, 2005, September 14, 2005, September 20, 2005, September 28, 2005, October 4, 2005 and October 11, 2005. The committee voted unanimously, 20–0, to recommend that the House pass it with changes, and the report was placed on the regular calendar. On January 18, 2006 the House adopted “Special Order to beginning of Reg Cal of Feb 1, Without Objection”. The committee's amendment (0153h) was adopted on a voice vote on February 1, 2006, changing the text of the bill. On February 1, 2006 the House voted to pass it with changes on a roll call 266–41. It crossed to the Senate on February 9, 2006 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 23, 2006. The committee recommended that the Senate pass it with changes (amendment 1610). On April 13, 2006 the Senate adopted “Recomit” on a voice vote, on a motion by Sen. Barnes. The committee recommended that the Senate pass it with changes (amendment 2073). On May 4, 2006 the Senate voted to lay it on the table on a voice vote.
