  • Status: Signed into law
  • Term: 2005-2006
  • House committee: Children and Family Law
  • Senate committee: Judiciary
  • Subject: Children

The Story

It was introduced on January 26, 2005 and referred to the House Children and Family Law committee. The committee held a public hearing on March 17, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 30, 2005, September 13, 2005, September 29, 2005, October 27, 2005 and November 3, 2005. The committee voted unanimously, 16–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On January 4, 2006 the House voted to pass it with changes. It crossed to the Senate on January 4, 2006 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 18, 2006. The committee recommended that the Senate pass it with changes (amendment 2027). The committee's amendment (2027) was adopted on a voice vote on May 4, 2006, changing the text of the bill. On May 4, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 4, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Foster Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor. The governor signed it on June 15, 2006, making it Chapter 276 of the session laws. It took effect on January 1, 2007.
