The Story
It was introduced on January 26, 2005 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on February 16, 2005. The committee held a work session on March 14, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on October 4, 2005. The committee voted 8–2 to recommend that the House pass it with changes, and the report was placed on the regular calendar. On January 18, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 18, 2006 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on February 22, 2006. The committee recommended that the Senate pass it with changes (amendment 1910). The committee's amendment (1910) was adopted on a voice vote on May 4, 2006, changing the text of the bill. On May 4, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 4, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Bragdon Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 17, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor. The governor signed it on June 15, 2006, making it Chapter 274 of the session laws. It took effect on July 1, 2006.
