The Story
It was introduced on January 26, 2005 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 14, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on October 20, 2005. The committee voted unanimously, 15–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On January 4, 2006 the House voted to pass it with changes. It crossed to the Senate on January 4, 2006 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 15, 2006. The committee recommended that the Senate pass it. On March 22, 2006 the Senate voted to lay it on the table on a voice vote. On May 4, 2006 the Senate adopted “Remove From Table” on a voice vote. A floor amendment (2189), offered by Sen. Martel, was adopted on a voice vote on May 4, 2006, changing the text of the bill. On May 4, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 4, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor. The governor signed it on May 30, 2006, making it Chapter 188 of the session laws. It took effect on May 30, 2006.
