The Story
It was introduced on December 1, 2004 and referred to the House Commerce committee. The committee held a public hearing on January 11, 2005. The committee held work sessions on January 20, 2005 and March 17, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 29, 2005, October 13, 2005, October 25, 2005 and November 1, 2005. The committee voted unanimously, 18–0, to recommend that the House pass it with changes, and the report was placed on the regular calendar. On January 4, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 4, 2006 and was referred to the Senate Banks and Insurance committee. The committee held a public hearing on February 14, 2006. The committee recommended that the Senate pass it with changes (amendment 1481). The committee's amendment (1481) was adopted on a voice vote on April 6, 2006, changing the text of the bill. On April 6, 2006 the Senate voted to pass it with changes on a roll call 23–0 and ordered it to a third reading. On April 6, 2006 the Senate voted to pass it. On April 19, 2006 the House adopted “Request Comm of Conference” on a voice vote, on a motion by Rep. S. Francoeur. On May 11, 2006 the Senate adopted “Sen. Flanders Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on May 17, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2394) was adopted to correct technical errors found after passage. The governor signed it on June 22, 2006, making it Chapter 321 of the session laws. It took effect on June 22, 2006.
