- Term: 2005-2006
- House committee: Election Law
- Senate committee: Internal Affairs
- Subject: Elections
- Chapter law: 273
The Story
It was introduced on January 26, 2005 and referred to the House Election Law committee. The committee held a public hearing on February 15, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 14, 2005, October 4, 2005 and October 11, 2005. The committee voted unanimously, 17–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On January 4, 2006 the House voted to pass it with changes. It crossed to the Senate on January 4, 2006 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on February 8, 2006. The committee recommended that the Senate pass it with changes (amendment 1413). The committee's amendment (1413) was adopted on a voice vote on March 22, 2006, changing the text of the bill. On March 22, 2006 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1584). The committee's amendment (1584) was adopted on a voice vote on April 6, 2006, changing the text of the bill. On April 6, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 6, 2006 the Senate voted to pass it. On April 19, 2006 the House adopted “Request Comm of Conference” on a voice vote, on a motion by Rep. Whalley. On May 11, 2006 the Senate adopted “Sen. Bragdon Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor. The governor signed it on June 15, 2006, making it Chapter 273 of the session laws. It took effect on August 14, 2006.
