The Story
It was introduced on January 6, 2005 and referred to the House Commerce committee. The committee held a public hearing on February 3, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 7, 2005, September 14, 2005, September 27, 2005, October 12, 2005, October 26, 2005, November 3, 2005 and November 8, 2005. The committee voted unanimously, 19–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 4, 2006. On January 4, 2006 the House adopted “Special Order to regular place on Reg Cal for Jan 18 Without Objection”. On January 18, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 18, 2006 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 8, 2006. The committee recommended that the Senate pass it with changes (amendment 1608). The committee's amendment (1608) was adopted on a voice vote on April 13, 2006, changing the text of the bill. A floor amendment (1788), offered by Sen. Kenney, was adopted on April 13, 2006, changing the text of the bill. On April 13, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 13, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 23, 2006 — the final check of the text before it goes to the governor. The governor signed it on May 24, 2006, making it Chapter 165 of the session laws. It took effect on May 24, 2006.
