The Story

It was introduced on January 4, 2006 and referred to the House Finance committee. The committee held a public hearing on January 17, 2006. The committee held a work session on February 21, 2006. The committee voted 19–2 to recommend that the House pass it with changes (amendment 1230h), and the report was placed on the regular calendar. The committee's amendment (1230h) was adopted on a voice vote on March 22, 2006, changing the text of the bill. On March 22, 2006 the House adopted “Flr AM”. It crossed to the Senate on March 22, 2006 and was referred to the Senate Energy and Economic Development committee. The committee held a public hearing on April 11, 2006. On April 13, 2006 the Senate adopted “Vacate HB 1626 from Energy and Economic Dev. to Finance” on a voice vote, on a motion by Sen. Odell. The committee held a public hearing on April 26, 2006. The committee recommended that the Senate pass it with changes (amendment 2085). The committee's amendment (2085) was adopted on a voice vote on May 3, 2006, changing the text of the bill. A floor amendment (2144), offered by Sen. Larsen, was rejected on a roll call 8–15 on May 3, 2006. On May 3, 2006 the Senate voted to pass it with changes on a roll call 23–0 and ordered it to a third reading. On May 3, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Morse Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006, May 17, 2006 and May 18, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it. On May 24, 2006 the Senate adopted “Conf Comm Rprt” on a voice vote. An enrolled bill amendment (2391) was adopted on a voice vote on May 24, 2006. These correct technical errors found after passage. The bill was enrolled on June 5, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2391) was adopted to correct technical errors found after passage. The governor signed it on June 9, 2006, making it Chapter 258 of the session laws. It took effect on July 1, 2006.
