The Story

It was introduced on January 4, 2006 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 8, 2006. The committee voted unanimously, 11–0, to recommend that the House pass it with changes (amendment 1179h), and the report was placed on the consent calendar. On March 7, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 16, 2006 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 30, 2006. The committee recommended that the Senate pass it with changes (amendment 2078). On May 4, 2006 the Senate voted to lay it on the table on a voice vote. On May 4, 2006 the Senate adopted “Remove From Table” on a voice vote. The committee's amendment (2078) was rejected on a voice vote on May 4, 2006. A floor amendment (2206), offered by Sen. Foster, was adopted on a voice vote on May 4, 2006, changing the text of the bill. On May 4, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 4, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Kenney Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Rprt” on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2393) was adopted to correct technical errors found after passage. The governor signed it on June 19, 2006. It took effect on August 18, 2006.
