It was introduced on January 4, 2006 and referred to the House Resources, Recreation and Development committee. The committee held public hearings on January 19, 2006 and January 31, 2006. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 1154h), and the report was placed on the consent calendar. On March 7, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 16, 2006 and was referred to the Senate Energy and Economic Development committee. The committee held a public hearing on April 4, 2006. The committee recommended that the Senate pass it with changes (amendment 1636). On April 13, 2006 the Senate voted to lay it on the table on a voice vote. On April 20, 2006 the Senate adopted “Remove From Table” on a voice vote. The committee's amendment (1636) was rejected on a voice vote on April 20, 2006. A floor amendment (1959), offered by Sen. On April 20, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Odell Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Rprt” on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2388) was adopted to correct technical errors found after passage. The governor signed it on June 19, 2006, making it Chapter 309 of the session laws. It took effect on June 19, 2006.
